Urban Climate Resilience and Disaster Risk Management

Due to escalating impacts of climate change, indonesian power network is increasingly exposed to the compounded effects of climate change and natural disasters. To support more resilient energy infrastructure planning, URBANLOGIC is providing technical assistance to develop tools and methods for conducting a comprehensive Climate, Disaster Risk and Adaptation Assessment (CDRA). This initiative builds on ADB’s initial climate change assessment and aims to provide a clear understanding of the vulnerabilities across Perusahaan Listrik Negara’s power generation, transmission, and distribution assets. The assessment considers engineering specifications, infrastructure design life, and geographical context to evaluate the projected impact timeline of climate and disaster risks. The findings will inform critical design and investment decisions to strengthen the sustainability and resilience of PLN’s operations over the long term.

URBANLOGIC’s technical approach involves translating complex climate and disaster risks into measurable financial impacts to guide practical action. The team is applying climate risk data to identify priority hazards, estimate the physical effects on selected PLN assets, and model the resulting financial implications. This integrated analysis enables PLN to weigh the costs and benefits of climate-proofing measures and determine when they should be implemented. Deliverables include an assessment of physical and technical risks to sample assets, an evaluation of financial and technical impacts across the broader PLN portfolio, and the identification of adaptation and risk management options. A final CADRM report and a functioning decision-support tool will be delivered, alongside capacity-building activities to ensure PLN staff can independently conduct future CDRAs using the developed methodology.
