The complexity and scale of building urban resilience necessitates a collective, multilateral collaboration and city-to-city partnerships that transcend traditional sectors and jurisdictions. This in turn brings together government entities, private sector players, non-government organizations (NGO), academia, and local communities to best effect. This Holistic Approach focuses on the integration of climate and disaster risk considerations in urban development, from policy making and urban planning through to the operation and maintenance (O&M) of urban infrastructure and community services. To be specific this includes:

  • (i) policy integration and advocacy risk-informed urban land-use planning;
  • (ii) resilient infrastructure design;
  • (iii) urban community-based disaster risk management;
  • (iv) gender mainstreaming, and
  • (v) strengthening the capacity of urban governace, developers, and local communities to implement CDRM strategies through training, knowledge sharing, and access to resources.
