Prior to UL foundation (at Directorship level) we led the preparation of the San Carlos City Master Plan and Feasibility Study. Funded by the Alger Foundation/Ford Foundation the Study was built around a community-led plan-making process, reaching down to barangay/household level. Outputs included: (i) an integrated land use master plan; (ii) a socio-economic regeneration plan; (iii) a medium-term investment plan; and a (iv) a poverty reduction strategy. Project Implementation was to be guided through the formation of a San Carlos Development Board, charged with the responsibility to coordinate public, private and community-led investment. Largely as a result ten priority projects were agreed and nine of which were financed and implemented, in the agriculture sector, community development/facilities provision, coastal resource management and eco-tourism.
